How do you get to Mewtwo in cerulean cave?
On B1F, head right (east) and then down (south), circling back on yourself to a body of water in the bottom left (south-west) corner of the room. Hop onto the water and surf north, to the western side of the room, where you'll find Mewtwo.
As such, packing your team with at least two Bug, Dark, or Ghost-type Pokémon will help you weaken Mewtwo enough to catch him. Avoid bringing Fighting or Psychic-type Pokémon, as they won't help you much in your fight against it. You can also stock up on candy and more effective Pokeballs.
Enter the cave, then use Sea Skim all the way until the end of the water channel. Here, you'll find a single ladder. Take this ladder up, then head North again until you encounter another ladder that leads down to a different floor. Mewtwo can be found at the bottom of Cerulean Cave in Pokémon: Let's Go.
If MewTwo runs away from you while you're trying to capture it, DON'T PANIC! All you have to do is make another run-through of the Elite-Four again, and MewTwo will return to his place in the Cerulean Cave, giving you another chance to capture it.

In order to find Mewtwo, go to the open cave in the top left corner of Cerulian city, use a Pokemon to surf to the entrance, and make your way through the maze. At the end, you will see Mewtwo.
