How do you get to Sootopolis?
Sootopolis City is a hidden community in eastern Hoenn. It can only be accessed by diving through an underwater cave in the south side of Route 126. A large body of water separates the west and east side of Sootopolis.
Explore Town. In Ruby and Sapphire, you can find Steven Stone in a house here and get HM08 Dive from him. However, you can't use Dive outside of battle until you get the next Gym Badge.

To get there, go west from Mossdeep City, then go south to Route 126, and Dive there to find the cave entrance in the southern underwater area.
At the bottom of the cave, you will encounter Groudon in Omega Ruby, or Kyogre in Alpha Sapphire. You can try to catch the pokémon, but because it is a legendary pokémon, most poké balls will have a very low chance of success.
Head to the tile directly infront of the Pokémon for Archie to show up. He will then challenge you to battle. After beating him the Red Orb will star shining like with Groudon. Kyogre will awaken and leave the cave.
Meet Steven
Go to the area near the PokéMart. Instead of going to the PokéMart, take the path to the right of the PokéMart and go north. As you go along this path, you will meet Steven. He takes you to the Cave of Origin, and if you are playing Ruby or Sapphire, you also meet the Gym Leader, Wallace.
In Pokémon Emerald, the entrance is blocked for the rest of the game after awakening Rayquaza in Sky Pillar. In Ruby and Sapphire, the cave is dark but can be illuminated by Flash.
Sootopolis City is located inside of a giant crater. In Pokémon Ruby, Sapphire, and Emerald, the crater is that of an underwater volcano which erupted and forced itself out of the sea many years ago, eventually filling with rainwater, also known as a caldera.
The hideout is located in the northeast of Lilycove City. Inside, they are many warp tiles. There is also some water from which the submarine departs from.
Can you catch deoxys in Ruby?
While Deoxys is technically a Generation III Pokemon, players were unable to catch it in Pokemon Ruby & Sapphire. In fact, Deoxys can't be caught in the overwhelming majority of mainline Pokemon games.
Latios is a roaming Pokémon and will be found just about anywhere. To make Latios easier to catch, you'll want to go in an area where you can reload easily, such as opening up a cave near a field using a secret power. Search for Latios. Search around through the grass or other environment until you find Latios.
Team Aqua appears only in the Hoenn-based games Pokémon Ruby, Sapphire, and Emerald, as well as their remakes Pokémon Omega Ruby and Alpha Sapphire, where they scheme to bring Kyogre out of its slumber.
Team Aqua's goal is to awaken Kyogre, bringing forth everlasting rain which will flood the land and expand the sea. They are led by a man named Archie. Below Archie are his admins Matt and Shelly, along with a number of grunts.

Taking the Magma Emblem to where those Grunts were before makes it shake and a cave opens up. Follow the path around, up the stairs and into the cave. Work your way through all the Magma Grunts until you reach Maxie. Maxie uses the Blue Orb to awaken Groudon and it flees.
The Team Aqua Hideout is located in a small cove in the Lilycove City bay. You will need Surf to enter the base. A number of green warp pads are located around the hideout. Step on them to teleport to a new area.
Seafloor Cavern is a hidden area in southeastern Hoenn. It can only be reached by diving into an underwater trench in Route 128. The entrance is at the south part of the trench.
By default, Pokémon have no way to forget HM moves, but the Move Deleter can erase HM moves just fine, allowing you to use that spot to teach them another move.
Five HMs are required for completing the games: Surf, Strength, Rock Smash, Waterfall, and Dive.
Does Surf hurt your own Pokémon?
In Triple Battles, Surf will hit all other adjacent Pokémon, including allies. If Surf hits a Pokémon during the semi-invulnerable turn of Dive, its damage dealt to that Pokémon will be doubled instead of its power (resulting in virtually the same effect).
Capturing Kyogre and Groudon Basics
You have to be near the end of the game, after Rayquaza has stopped Kyogre and Groudon from battling, and after you've beaten the Elite Four, before you'll have a chance to capture them.
You can find Rayquaza in the Sky Pillar, in the upper portion of route 131. You'll have to go there when following the main quest when you'll have to "wake up" it after the start of the fight between Kyogre and Groudon.
However, Charizard and Metagross had trouble fighting against the Legendary Pokémon, but their combined efforts protected the Giant Rock long enough for Rayquaza to step in and put an end to the conflict between Groudon and Kyogre, causing them to return to their regular forms.
PSA: If you faint Groudon/kyogre during the story they will reappear after beating the Elite Four. As title, they spawn in the chamber of origin.
